One firm is looking into the possibility of using balloons as giant flying cranes. ABOUT 160 ships carrying 20,- 000 vehicles and half a million tons of other goods are waiting to unload outside this Red Sea commercial capital. Dammam, Saudi Arabia's other main sea outlet, on the Persian Gulf, is similarly choked. Waiting time to unload is now about two months in Jidda and 40 days in Dammam. It was running about four months at both ports a few months ago. The bottleneck began when the government, after the quadrup- ling of oil prices in 1973-74, be- gan a $142 billion, five-y e a r development plan to set up an industrial base against the day when the oil runs out. Saudi Arabia is the leading oil exhort- ing nation. A flood of inorts ensued, every'hing from grape- fruit juice to power stations, to be blocked by woefully inade- quate facilities. THE PORTS are too small, the road networks insufficient, and procedures too slow, shipping sources said. The glut some- times holds back the very equip- ment needed to reduce it. The government has signed contracts worth $2.1 billion for expansion of its harbors and con- struction of new ones. B u t this will take more than a year. Nigeria, another oil country enjoying sudden riches, also has suffered major shipping jams. In October 1975 officials in La- gos said 381 ships were waiting to be unloaded there - about 250 of them carrying two-and-a-half million tons of cement. FREIGHT RATES usually have a surcharge of up to 85 per cent of the normal cost as a penalty for delays in unload- am Saudi ports ing. No official figures a r e available on what this is cost- ing, but knowledgeable sources say it runs into the millions ofj dollars. Some shippers have been cap- italizing on this, using rusty old tubs that earn more money just sitting off Jidda than chugging from port to port. Fayez Badr, director of the harbor admin- istration, recently banned ships from coming here if they are more than 15 years old, unless they are specially certified as seaworthy and are equipped with modern offloading facili- ties. Many firms are being advised to ship to the Dutch port of Rot- terdam, with the goods then put on trucks to Saudi Arabia and Gulf ports a two-week trip. Euro- pean truck drivers have made a fortune, says one source, buy- ing new trucks, hauling t h e goods here and then selling the badly needed vehicles. AUTHORITIES have resorted to imaginative solutions to han- dle the emergency. Hence the helicopter operation. An American firm, Carson He- licopter Co. of Perkasie, Pa., has brought in nine Sikorsky choppers solely to unload cement and speed up housing and other construction projects. Flown by Vietnam veterans, the choppers hover low over a freighter, hook a sling onto a two-ton load of cement, and de- posit it near trucks to be trans- ported inland. THE HELICOPTERS n e , e r stop during daylight hours. They refuel with their engines run- ning, in two minutes. They are now unloading 3000 tons of cement daily, and pilots say none is lost. Cemeqt that leaks out of split bags is sucked up by two huge mobile vacuum cleaners and repacked. In the seven months since the helicopter operation began, the price of cement in Jidda has been halved to $5.7 for a 110- pound bag. The landing craft, surplus U.S. Navy equipment, operate at a beachhead, disgorging mater- ial from their ramps and then darting out to the ships again.
