A spokesman said Carter's personal return would be ready except that the tax accounting for the family peanut partner- ship has not been completed. Carter holds a majority interest in that business. CARTER SOUGHT and re- ceived a 60-day extension of the deadline for filing his personal return. Many thousands of others were expected to just meet the Internal Revenue Service dead- line, with a good many facing two bits of bad news. For the late filers, and for other Americans, the first un- fortunate news came the day be- fore the tax deadline when Pres- ident Carter announced he had given up on a plan for a $50 rebate to taxpayers and their dependents. THE OTHER misfortune for many late tax filers is shown in IRS statistics: Traditionally, a smaller percentage of refunds are due on returns filed in April compared to returns filed in, January through March. A common explanation is that a large percentage of those who procrastinate did so because they expected to owe the govern- ment money rather than receive the green, computer check that so many others are watching for in their mail.
