A Dutch aviation official chal- lenged the statement but indi- cated there may have been con- fusion over instructions issued by the tower. Meanwhile, a U. S. Air Force C130 carrying 58 of the 71 sur- vivors of Sunday's disaster took off from the airport over the wreckage of the two jumbo jets. Most of the survivors were to be flown to the U. S. Army Burn Center in San Antonio, Tex., U. S. officials said. A source close to Pan Ameri- can had -nn comment on the statement by the airport's dep- uty director, Juan Linares, but he indicated the last order to the Dutch pilot was "clear to hold," indicating that the pilotE had no clearance when 1ke be- gan takeoff. In Amsterdam, KLM said it was "comoletely unthinkable" that the pilot would have at- tempted a take off without prop. er clearance. Franz van Reiisen, chief of the a c c i d e n t investiga- tion branch of the Dutch Civil Aviation Authority, said here "clearance was given by the tower and confirmed by KLM." At a news conference attend- ed only by Dutch reoorters, Van Reijsen was quoted as saying more information was needed before fault could be attributed to KLM. State "Presidential primary defeated LANSING - The state House Elections Committee voted unanimously yesterday to kill the Michigan presidential pri- mary. Backers of the measure, which now goes before the full House, said the high cost of the primary and the low level of public interest were the main reasons for the move. The bill's sponsor, committee Chairman Alfred Sheridan (D- Taylor) said he hopes repealof the primary will help force tAe establishment of federally-sub- sidized regional primaries. Sheridan also noted that the next legislature may choose to revive the presidential primary but said if it does, he hopes lawmakers will save the state some money by scheduling the balloting on the same day as local primaries. Sheridan said the 1972 and 1976 presidential primaries cost a total of about $5 million. "I don't think we can afford the luxury," he said.
