Spanish politics MADRID - Spanish authori- ties said yesterday -they have smashed an arms-making plot by extreme rightists and detain- ed 10 people. In its statement tonight, the Civil Guard identified Mariano Sanchez Covisa, head of the "Guerrillas of Christ the King," as among those detained. It said the apartment where the arms factory was found had been rented in Covisa's name. His organization is one of the most intransigent rightist groups in Spain and is often involved in clashes with the left. Meanwhile, the government intervened in the application by Spain's long-banned Communist Party for full legal status. The government asked the Su- preme Court to rule on whether the party's aims clashed with Spanish law - and the legal language used indicated that the government thought there were grounds for supposing the judici- ary would reject the Commu- nists' request. In another development yes- terday the government announc- ed that it plans to stabilize the economy before Spring elections but stopped short of devaluing the peseta.
