The manager could not be reached for comment. "This is the first such exper- ience he has had," U.S. Consul General William Johnson said. "He has gone to other w h i t e restaurants and has generally been met with nothing but cour- teous treatment." Johnson said there was some ambiguity in South African law regarding black diplomats, al- though in general restaurants here are strictly segregated. -'HE SAID the incident would be discussed with U.S. Embas- sy officials in Pretoria w h o would decide if any protest should be made to the South Af- rican authorities. Segars, who arrived here in June with his wife, Elizabeth, I and their son, Ryan, is one of two black American diplomats assigned to South Africa.
