Unlike the drunk driver, the driver on drugs is difficult to detect. There isn't a large body bf evidence directly linking any drug except alcohol with death on the road. Researchers say they are frustrated by obstacles standing between them and the facts, but add there are just'enough facts to urge them on. FOR STARTERS, there's the pop- ularity of drug experimentation among young people that began in the mid-'60s and continues. Then there is the widespread use of drugs to cure or alleviate everything from depression to the sniffles. "You give the driver one tablet of a typical over-the-counter cold rem- edy, followed by three beers at lunch, and I would say that driver's safety is in danger," says Roger Maickel, head of the Indiana University school of medicine pharmacology program. He cites studies in which non- driving subjects have fallen asleep after such a combination. In 1975 more than 45,000 persons died in U.S. traffic accidents. The National Highway Traffic Safety Administration estimates that half of the deaths involved alcohol. It keeps no such statistics on drugs, although the agency, has commissioned uni- versity researchers to compile in- formation already in the scientific literature that may have some bearing on future drug-traffic, re- search. THE PROBLEM is difficult to define, because the area of drugs and driving covers a lot of ground. The mixing of pillsiand alcohol and the drug experimentation by young peo- ple are just the obvious problems. Kent Joscelyn, a lawyer and researlcher with the University of Michigan Highway Safety Research Institute, says he believes that drivers who neglect to take certain prescribed drugs also present a major highway danger.
