draft peace pact
to Geneva talks

JERUSALEM (AP) - Israel is
likely to take a draft peace agree-
ment to the Cairo talks called by
Egyptian President Anwar Sadat to
prepare for the Geneva peace confer-
ence, officials said yesterday.
The officials also said Israel has no
objections to a starting date in
mid-December, about two weeks
later than Sadat originally proposed.
Jerusalem still had not heard a firm
date, they said.
President Carter told a news
conference Wednesday the parley
will begin Dec. 13. So far, only Israel,
the United States and the United
Nations have said they will send
delegates to the meeting in Cairo.
THE ISRAELIS drew up the draft

agreement before. Foreign Minister
Moshe Dayan went to the United
States last September. It aroused'
little interest at the time, and Dayan
concentrated in Washington on work-
ing out procedures for reconvening
the Geneva conference.
The draft treaty outlines in detail
how Israel envisions i elations with
its Arab neighbors - diplomatic ties,
trade, tourism and joint development
projects, for example.
The officials said that although the
delegation to Cairo had not received
its instructions from Prime Minister
Menahem Begin, it was probable the
Israelis would prgpose the -draft
treaty as a starting point in negotia-
tions.

MEIR ROSENNE, the Foreign
Ministry's legal adviser and the No. 2
man in the delegation to Cairo, was
one of two authors of the draft treaty.
The officials said the document
was intended as a model and makes
no specific proposals regarding
where Israel's future borders should
be. No maps ardattached.
The Israelis do not expect to
coniclude a final peace agreement in
Cairo, but will use the draft agree-
ment to "sort out positions and
differences and seek out points of
view," according to one government
source. "It will be used like a
checklist of problems.''
AS MANY AS 50 Israelis were
being included in the delegation,

headed by the director-general of the
primne minister's office, Eliahu Ben-
Elissar. Israel radio said-the delega-
tion was planning on staying up to a
month.
The radio said the delegation also
would take religious articles to the.
Cairo central synagogue where a few
elderly Jews pray weekly.
