Sokolove applauded the SAFE house concept as a place which would give women an immediate refuge where they can decide whether or not they want to press charges. Yesterday's conference also kicked-off' a $40,000 fund-raising drive for SAFE house. The facility has a $83,000 budget and is funded totally from con tributions. (AP) - America's waterworks are producing water at the rate of 150 gallons per day for every man, woman and child-but not many are drinking it, according to Water Quality Association. ROSENFELD, who covered the 1967 Six Day Arab-Israeli War for NBC News, claimed the Arabs turned to the Palestine Liberation Organiza- tion (PLO) to achieve their goals after losing the 1967 War. "After the Arabs lost the war in 1967, they realized that military means was'not the answer, so they turned to diplomatic channels. They poured money into the PLO budget authorizing a new war of terrorism," said Rosenfeld. Rosenfeld said he views the PLO as an "irresponsible organization devot- ed to Israel's destruction." "I don't think the PLO will follow in the footsteps of other national move- ments in turning from illegitimacy to legitimacy. It is just not their doctrine," he insisted. In turning to diplomatic channels, Rosenfeld said he doubts whether the Arabs have changed their eventual goal toward the destruction of Israel. He argued that the Arabs are not offering "real peace" but just a temporary end to the state of war. "The Arabs have talked about a state of peace but with no future official ties with Israel," he said. ROSENFELD SAID he suspects the Arabs will attempt to move toward normal diplomatic relations with Israel after the negotiations. The former correspondent also defended Israel's occupation of the West Bank against critics who claim Israel has brutally treated the Arab citizens there. "It has to be one of the most decent occupations of all time, he said. Throughout the evening, Rosenfeld continually attacked the Carter Ad- ministration for being "very naive in its Middle East foreign policy." "This new American administra- tion fails to understand the moral and ideological gap between the Western nations and the Arabs," he said. Rosenfeld also accused Carter of being unskilled in foreign affairs. "Carter is a pleasant man who makes many mistakes," he said. In an afternoon interview, Rosen- feld analyzed the extent of the Ameri- can Jewish community's role in foreign policy. "The American Jewish community has negative strength, meaning it can help to prevent a disaster but cannot create American foreign pol- icy. The government is well aware of the political minefield it has entered but, it hasn't changed its general policy."
