Mayor Albert Wheeler said the
audit findings "justify" his past
concerns over financial mismanage-
ment of the PHTO.
Specifically, the audit found inade-
quate management procedures in-
cluding:
* Several employes were permit-
ted to order supplies and services
without authorization from the PHTO
director;
" A journal showing cash disburse-
ments contained no entries after last
June24;
" The PHTO treasurer was fre-
quently asked to sign a series of
blank checks to be kept on hand in the
office;
" Some signed checks were never
mailed, delivered, or voided;
" Staff members were hired with-
out authorization;
* More than $6,000 in expenditures
may have been ineligible uses of
GDBG funds;
" A check stub register wasn't kept
up to date, and some checks were re-
corded as "unknown."
