asked his opponent. "I don't have to.
I'm not required to divulge my income
tax. I'll tell you what was in my last
returns. I'll be glad to turn them over to
Judge (Patricia) Boyle (the debate
moderator)."
The mayor then read a list of the in-
come he reported in addition to his
$50,000 a year salary. Browne had no
reply.
The mayor and his challenger could
not agree on statistics during the hour-

Councilman Browne twice quoted the
Bible during the debate, once com-
paring the problem of racial divisions
to the problem of David keeping Israel
together.
Browne concluded his remarks with
the quote "Lord, let me lead the way,:
let me be an instrument of thy peace."

BROWNE THEN outlined his
proposal for curbing crime in Detroit,
including what he coined "presponse
patrols" to keephuniformed policemen
on the street and "trimming the ad-
ministrative fat" from the Detroit
police department.
Browne was also forced to defend his

"Practically every American is
either a beneficiary under the Social
Security system, a contributor building
protection which will provide future
benefits, or a dependent of a contribu-
tor." he said.
THE LARGE TAX increases were
made necessary by deficits in the Social
Security fund in recent years. Without
the new funding, the system stands to
go broke in a few years, experts say.
Before passing the bill, the House
voted 269-149 for an amendment that
added to tpe high tax increases recom-
mended by the committee.
The amendment, sponsored by Rep.
William Ketchum, (R-Calif.) would
remove limits on wages earned by
recipients of Social Security pensions
by 1982. The current limit is $3,000.
The American Association of Retired
Persons praised the action. "If there is

one thing that the elderly of the country
are united on, it is hostility to the ear-
nings limitation because it is a disincen-
tive to the work ethic. Older people:
should be encouraged to remain active,
tax-paying citizens," the association
said.
THE KETCHUM amendment was.
opposed by Ullman and other members
of the Ways and Means Committee.
Ullman said the amendment would
allow wealthy professionals such as
doctors and lawyers to continue to work:
past age 65 and earil $100,000 or more
per year and also draw a Social
Security pension.
The White House, in a statement, said
the House vote was "an important first
step toward" a financially sound Social;
Security system.
