Thousands of Panamanians, many of them driven to this capital from the hinterlands in government-hired buses, danced to Caribbean music, drank and sang in the streets Friday night through yesterday morning to mark the return of strongman Gen. Omar Torrijos from Washington. PANAMA'S elite celebrated with a round of lavish private parties, including a bash thrown by Torrijos at his heavily-guarded home. The general and President Carter signed the new treaty, turning over the canal and Canal Zone to Panama by the year 2000, Wednesday night in Washington. They also signed a separate document guaranteeing neutrality of the waterway after it becomes part of Panama.
