Call Don, 761-9431. eXtc By MICHAEL ARKUSH Parents of residents at the Plymouth Center for the mentally retarded protested Governor William Milliken's refusal to include them in a task force probing abuses at the center. The parents, members of the Plymouth Association for Retarded Citizens, voiced their grievances at the task force's meeting on Tuesday. MILLIKEN established the task for- ce, headed by University Education School Dean Wilbur Cohen, following reports of widespread neglect and physical abuse of patients at the center. As a result of the charges, Milliken fired state Mental Health Director Donald Smith and reassigned Plymouth Center Director William Womack. "We let it be known that we didn't agree or support Governor Milliken's decision to reject our desire for mem- ber status," said Sandy McGuire, a leader of the parents group. BEFORE THE meeting, association members received a letter from the governor's office denying them official membership in the task force. The let- ter was a reply to a letter sent by the group a week ago asking for seats on the task force. In his reply, Milliken invited mem- bers of the parents group to be at each task force meeting and to feel free to of- fer any suggestions. Although parents have been present at every meeting and offered recommendations, several group members said they considered the governor's reply to little con- solation.e "It's a small concession on the governor's part. At least he did respond to our letter," said Alice Saules, president of the Plymouth Association. THE GENERAL mood, however, conceded Saules and other association members, was very negative toward the governor's reply. "We won't be able to-have a vote in the decision-making process like we wanted," said Mary Brimhall. Parents association members con- sidered leaving the meeting in protest against the governor's decision but decided to stay so they could continue to play some role in solving the Plymouth .controversy. TASK FORCE chairman Wilbur Cohen said there was nothing he could do about the parents' complaint. He said Milliken has the sole right to ap- point members to the task force. "Wilbur Cohen has been very open to us and there isn't anything he can do," responded McGuire. It was also learned at Tuesday's task force meeting that Evelyn Provitt, ac- ting director of the Plymouth Center, has hired 39 new attendants who have already begun working. PROVITT SAID the desired 4-1 ratio of attendants to residents will be achieved within two weeks in the four halls where abuse was most widely reported. The task force' also asked several Plymouth attendants if they had wit- nessed any abuse at the institution. All of the attendants said they had not seen any signs of abuse during their shifts at the center. McGuire said she believes the questioning was unfair because it was directed at the best attendants. "They picked the best attendants to talk to. Thats why nothing was repor- ted," said McGuire. Parent group president Alice Saules said she believes the task force should have been more forceful while questioning the attendants.
