Improprieties in CSJ selections alleged By MARK PARRENT Improprieties occurred in the section of Central Student Judiciary (CSJ) members, two members of the interviewing committee charged at Tuesday night's Michigan Student Assembly (MSA) meeting. CSJ justice Ric Shahin and MSA director of personnel Mike Jermov presented a written statement to MSA members outlining the alleged im- proprieties and existing faults in the selection process. "VERY LATE in the actual selection process, certain CSJ Interviewing Committee members admitted per- sonal relationships with applicants, several of whom were chosen to be ap- proved by MSA," said Shahin and Jer- mov in the statement. In addition to Shahin and Jermov, the interviewing committee was comprised of vice-president for personnel Irving Freeman, student general counsel Jasper DiGiuseppe and CSJ Chief Justice Thomas Potter. CITY ATTORNEY Bruce Laidlaw, who was charged with putting the or- dinance in final form before tonight's reading, has recommended that chur- ches, parks,sschools and child care cen- ters be eliminated from the list of protected places. Laidlaw has also recommended that the remaining 1500 foot restriction bet- ween porn, shops and neighborhoods and already existing adult businesses be reduced to a more lenient 700 foot restriction. In his memo to the Mayor and Coun- cil, Laidlaw said his proposed changes were made after the Planning Depart- ment analyzed the porn bill's restric- tions and found "no section in the city could meet the requirements contained in this section as passed at first reading." "I BELIEVE thaf some change in these requirements is legally required because the courts will invalidate a zoning regulation that is so restrictive as to amount to a virtual ban of a par- ticular use," Laidlaw said. Under Laidlaw's proposed changes, however, porn shops would only be prohibited from establishing within 700 feet of another adult business or within 700 feet of a residential district. MAYOR PRO TEM Louis Belcher (R-Fifth Ward), the sponsor of the plan, said he would have preferred his original more strict bill. He added, however, "We want something that's going to work. We don't want something that's going to get hung up in legal wrangling." The changes must be voted on as formal amendments tonight at Council. The city attorney also recommended an amendment to the provision defining "adult personal service business" as one of those types of firms affected. The ordinance originally defined "personal service business" as anywhere a per- son of one sex performed personal ser- vices for a person of the opposite sex "on an individual basis in a closed room." The five were responsible for fur- nishing five nominations to be approved by MSA. Any one of the five committee members had the power to reject any of the five nominees. CSJ IS A semi-independent body designed to resolve internal student government disputes. Freeman said he believed the five chosen were the best for the job that the committee could compromise on. Shahin and Jermov did not question the ability of the new CSJ members, but said the manner for choosing them must be changed for future selections. Five more CSJ seats-half of the total-will be available in about a mon- th due to term expirations. MSA referred the matter -to a judiciary committee for further con- sideration. "I think I'm going to be lynched by CSJ," said Shahin after the presen- tation. He said certain persons had urged him to "drop the issue."
