(AP) -- The fate of
1treaty rests with a
enators who refuse
elves in advance of
te -- a contest so
ent Carter may not
ire.
n is based on an
questionnaire sur-
of the Senate on the
;waited canal treaty
another eight leaning toward ratifi-
cation Tsheirt49 votes would leav e the
pact 18shr of the required two-
thirds majority , 67 senators, if all
100 are present.
The poll shows 24 senators lined up
firmly against the treaty, with
another seven leaning toward rejec-
tion - only three fewer than the 34
needed to block passage.
Thus the outcome depends onl 20
senators who say they either haven't
made up their minds or are not yet

SINCE MOST opponents of the pact
are believed to have made their+
views known by now, there is a
chance that most of the undecideds
will vote yes.
But in seeking sufficient votes to
ratify the treaty, Carter must deal
with a group of about 10 of the
Senate's most influential and senior
members. Most of them are Demo-
crats who, as chairmen of comit-
tees and key subcommittees, exer-

Proxmnire (D-Wis.), Thomas Eagle-
ton (D-Mkto.) , Thomas McIntyre (D-.

Va.), and Herman Talmadge (D-
Ga.).
SENATE OBSERVERS .suggest
that most of theselamkrmy
ultimately support the treaty but are
not willing to deliver their votes to
Carter without possibly getting
somnething in return. The same is
trAle of Sen. Russell Long (D-La.), the
Senate Finance Committee chair-
man who has fought the administra-
tion on energy tax legislation. -Long
told the AP he was leaning agant"e
the treaty, but some observersse

The treaty is expected to reach the
Senate floor this week, with debata
beginning immediately after tb,
Lincoln Day recess, and lasting tu
to five weeks, according to Senal
Majority Leader Iaobert Byrd,
