It The Michigan Daily--Struday, January 28, 1978-Page Carter apologizes to Democrat for ignoring them last year WASINGTON (AP) - President Carter apologized to the Democratic party yesterday for neglecting it, said he needs its help and promised to do better from now on. The Democratic National Committee in turn gave him three standing ovations. Carter appeared surprised at the warmth of the reception, coming as it did after almost a solid year of bickering between the White House and party regulars. "I HAVE A partnership with you'" Carter said, and added, "that partner- ship is critical." The occasion was a special meeting of the DNC to elect John White of Texas as the new party chairman, a man han- dpicked by Carter to restore some harmony and organization to the party. But Carter's confessions and promises went well beyond the fence mending which has been going on in recent weeks. At a White House briefing later, Press Secretary Jody Powell said the whole subject of ap- proachment with the party had been the subject of discussion at the White House. CARTER FRANKLY acknowledged he had neglected the party, a complaint which had reached a chorus last year as appointments and announcements af- fecting local areas were made without consultation with, and in some cases even notice to, local party officials. "I came to Washington for the first time just about a year ago," Carter began. "And we had a massive program to propose, campaign com-- mitments to honor, a Congress for me to learn about and a quizzical public House to the Democratic National Committee," he said. The president then told the party leaders, "There are some severe challenges that face us with which I need your help." CARTER MENTIONED the up- coming vote on his Panama Canal treaty, legislation on a national energy program, tax reduction and reform, his promisetd national urban policy and the volatile farmer's revolt. "There is a partnership here in which you enjoy full participation," Carter concluded. White, who supported Sen. Lloyd Bentsen of Texas in the 1976 Democratic primaries before working for Carter in the general election, was named to the leadership post by ac- clamzatmon about a newcomer to national politics whom they really didn't know." Carter said he spent hundreds of hours in his first year as president studying issues such as the Middle East, arms limitations, and the Panama Canal. "AND I HAVE to admit to you that in many instances I put those respon- sibilities ahead of my responsibilities to the Democratic National Committee," he said. "I don't think you've had the support that was needed from the White House." But Carter said he had finished his homework now and would find it easier to keep up with events. Bakan says he believes that left- handedness is due to extremely slight damage to the left side of the brain, which controls language functions and the ordinarily dominant right hand. THIS DAMAGE IS common in stressful births, which Bakan has found to go hand-in-hand with left- handedness. He maintains that almost twice as many southpaw and ambidex- trous subjects as righties reported having stressful births.
