JERUSALEM (AP) - Secretary of
State Cyrus Vance flew here yester-
day, determined to play an active
role in the new round of Egyptian-
Israeli peace talks, but U.S. officials
cautioned that "instant agreements"
are not in the offing.
Vance expects long and difficult
negotiations and even occasional
breakdowns, a senior U.S. official
told reporters on Vance's arrival for
the formal resumption'of talks.

Prime Minister Menahem Begin and
Foreign Minister Moshe Dayan and
delivered a letter to Begin from
President Carter.
Vance said afterward that the sides
were agreed on an agenda for the
talks, which open today in a Jerusa-
lem hotel suite.
Begin told reporters, "Everything
is all right, although of course we
may have some difficulties. Thank
God, the negotiations have started so
let's give them a chance."
HE APPEARED optimistic in
comparison to the somber face he
showed during a weekend wrangle
with Egypt over the Palestinian
agenda item, which had threatened
to abort the talks before they began.
The talks will focus from the start
on the Palestinian issue.
Vance is expected to offer propos~
als for an interim arrangement for
the 1.1 million Palestinians living in
Israeli-occupied territory. It would
stop short of independence but would
give them more autonomy than the
"self'rule" proposed last month by
Begin.
IN CAIRO, meanwhile, qualified
Egyptian sources said Egypt would
be considerably: more flexible pn the
Palestinian question than may have
been suggested by a weekend dispute
over how to word the issue on the
Jerusalem conference's agenda.
One source said Egypt's insistene
on Palestinian self-determination
should not necessarily lead to a
totally independent state that could
be a threat to Israel. Instead, it
should result in an entity linked with
neighboring Jordan "with'some :at-
tributes of an independent state, but
not all," he said.
The sources said the Egyptians
consider a closely controlled transi-
tional period toward self-determina-
tion to be the best means of reaching
this end.
The American officials said the
active role by Vance, urging accep-
tanceof U.S. proposals on key issues,
was desired by both Egypt and
Israel.
By backing a temporary approach
on the Palestinian question, the
Americans are sidestepping the
more difficult and emotional issue of
a permanent "homeland."
Meanwhile, Begin said the '1%-2
page letter from Carter was "one of
the most heartwarming I have ever
received." He did not disclose its
contents.'
Dayan said he was "very thankful
to the secretary for helping to bring
about" a "compromise"~ on the
agenda.,
.The U.S. official traveling with
Vance said another summit meeting
between Egyptian President Anwar
Sadat and Begin may be needed to
keep up the momentum.
Vance, who will be here through
Thursday, promised "to actively par-
ticipate" in the talks between Dayan
and his Egyptian counterpart, Mo-
hammed Kamel.
