WASHINGTON (Reuters) - A
special government task force on
military justice asserted yester-
day there is both intentional and
systematic discrimination against
blacks in the military services
and called for long-term reform,
no matterwhat the cost.
The report said blacks were

report, calling it a major land-
mark move toward military
equality, "the very essence of an
ordered, free society.
The bi-racial panel, composed
of both military officers and
civilians, called for establish-
ment of uniform penalties for mi-
nor infractions, such as a few
days of absense without leave,
forcing commanders to deal
equally with black and white
offenders.
The four-volume report also
called for the recruitment of ad-
ditional minority lawyers to
serve the needs of blacks and
Spanish Americans when they
encounter trouble in the services.
It called for a specific puni-
tive article in the code of mili-
tary justice to outlaw discrimi-
natory acts and practices in or-
der to make it more simple to
prosecute bigots.
Noting the increasing number
of blacks in the military services
along with Americans of Spanish
descent, the report recommended
a reshaping of certain regula-
tions to assure fair treatment
for minitic

enforcement officers to be station-
ed at airport boarding gates for all
flights.
The plan also would require all
passengers to walk through wea-
pons detectors before boarding. In
addition, all carry-on luggage
would be searched.I

half hour before boarding through
the boarding process on domestic
flights and one hour before on in-
ternational departures," Trans-
portation Secretary John Volpe
said in a telegram yesterday to
Sen. Clifford Case (R-N.J.)'
Speaking about another feature'
of the plan, Volpe said, 'walk-
through weapons detectors are be-
ing delivered to the airlines as
fast as possible. Our goal is to
have such devices at all boarding
gates."

It also recommended special
English language training for
those whose first language is
Spanish.
"Racial friction is all too evi-
dent and the potential for even
more serious difficulty is clearly
present," the report said.
It noted that bias was some-
times inflicted by officers on
purpose, while, at other times,
the bias was built into the sys-
tem.
The panel recommended a
broad program of education for
servicemen to bring discrimina-
tory practices out into the open
and to establish lines of com-
munication between blacks and
whites.
