The man in the middle of the picture spread
-and the middle of the city's government-is
Mayor Robert Harris. Harris, as mayor of the
city, has special pressures only common to the
leaders of cities with large student populations.
Harris is pressured from different sides, each
with its own needs. In the upper left, he is
weighed down by his primary constituents: the
people of Ann Arbor, who reach him through
City Council. At the upper right, Harris faces
another tvne of nressure- the youth culture.
