TOKYO (P) - Honda M o t o r Co. said yesterday it plans to put on sale by the autumn of 1973 automobiles equipped with new engines capable of meeting U.S. exhaust-emission require- ments for 1975. 60 autos equipped with the com- pany's compound vortex-cvcc en- gine show that the engine emits 2.0 grams of carbon monoxide, 0.23 grams of hyrocarbons and 0.95 grams of nitrogen oxide per mile. The U.S. standards for 1975 allow a maximum of 3.4 grams of carbon monoxide, 0.41 grams of hydrocarbons and 3.1 grams of nitrogen oxide per mile. The CVCC engine looks similar to a conventional engine exceptE that at the top of each cylinder there is a small auxiliary com- bustion chamber capped by a small additional intake valve. The spark plug screws into this small chamber. The lower peak temperature in the main combustion chamber oft the cvcc engine reduces the amount of nitrogen oxides pro- duced. Also the longer burning period at optimum temperature pro- motes oxidation, which reduces the output of hydrocarbons, and the extremely lean mixture re- sults in less carbon monoxide. The Coal Mine Surface A r e a Protection Act, approved 265 to 75 Wednesday, places the burd- en of proof on an operator to demonstrate to the Interior De- partment that he can reclaim the land as a condition for receiving a strip-mining permit. The bill also contains a con- troversial provision banning sur-. face mining on slopes exceeding' 20 degrees. According to Chairman Wayne Aspinall (D-Colo.) of the" House Interior and Insular Affairs Com- mittee, this could shut down about. half the mines in the Ap- palachian region of the eastern United States where the majority of strip mines are located. The bill also would give the Interior Department authority to halt surface-coal operations when it determined that the health and safety of employes or the public was endangered.E Environmentalists have praised the bill as one which could even-' tually abolish the scarred hill- sides that dot the Appalachian region. In strip-coal mining, holes are drilled into a hillside and ex- plosive charges placed there and detonated to gain access to a seam of coal. The explosions denude the hillside of plant life. Rep. Ken Hechler (D-W.Va.) one of the'°most outspoken con- gressional critics of strip min- ing, said he reluctantly supported the bill because it would "at least slow down the most serious devastation of the land."
