On the simple level of pure political ex- pose, Siege is startling. Cosra- Gavras has accurately and pais- takingly recreated the events surrounding the assassination of American A.I.D. official Dan A. Mitrone in Montevideo two and a half years ago. Mitrione wa an Indian police chief sent to Uruguay ostensibly as a "com- munications" expert. The Tnpi- maros, a South American revo- lutionary group, investigated Mi- trione and discovered that he wns actually in charge of teaching torture methods, mob control, and other Fascist tactics to Soutn American police forces. Without much forethought, the Tupamaros kidnapped Mitrione, hoping to convince the government to re- lease 100 imprisoned Tupamaros in exchange for Mitrione's life and freedom. The government chose to do without Mitrione; the Tupamaro found themselves box- ed in a corner. They eventually executed the man. It's quite a shocking story, and one I was completely ignorant of. If only on a purely informational basis, I should think State of Siege would be a valuable film: many people are unaware of the Mi- trione incident, and some might be perturbed by the fact that their tax dollars are being in- vested in tear gas and torture mchin'ery. Yet Costa-Gavras' political films have, in the past, beendmore than simple exposes. These films became more than documentary by placing highest priority not on politics but on people. State of Siege shows some of the humanism of Costa-Gavras' earlier works. Yet it differs sub- stantially from them in that its primary focus is not the oppress- ed, but the oppressor. Yves Mon- tand has been cast contra-type as the Mitrione figure, here call- ed Philip Michael Santore. With- in the first five minutes of the film we discover that Montand has been assassinated. The film's basic strategy is, then, to con- vince us, via flashbacks, that yes, Santore, despite appear- ances, was quite a bastard. Siege gains its dramatic force not from our ignorance of its eventual out- come (which whe know in the first scene) but from its slow revealing of Santore's seedy pur- poses for being in Uruguay. Yet all the while, Santore's victims remain little more than anony- mous. It's a very new tactic for Costa-Gavras to take, one that doesn't prove to be a very satis- factory one. Costa-Gavras obvi- ously feels q u i t e ambivalent about Santore, and he is not at all comfortable with this ambiva- lence. Much of what we see and hear of Santore is, according to the director, a direct translation of the Tupamaros' interviews with Mitrione. Perhaps this is why we get only bits and pieces of Mitrione-Santore's personality, several of which hardly seem to fit together at all. Yet when he is finally broken down by his captors, he becomes a screaming, fanatical right-winger: "You are subvers- ives," he tells one of the Tupa- maros, "You want to destroy the foundations of society, the funda- mental values of our Christian civilization, the very existence of the free world . . ." T h i s fragmented, ambivalent picture of Santore is indicative of the unsure tone of the entire production. Costa-Garvas seems unable to decide whether to treat the man simply as a symbol of the evils of modern bureaucracy, imperialism, and technology or as a complex and somewhat sympathetic human being. Sev- eral of the film's opening scenes -especially Santore's funeral and his wife's reminiscing about a lecture for American wives vis- iting Uruguay - are little more than ugly, bitter, anti-American polemics. It is at the film's close, when Costa - Garvas ultimately recog- nizes Santore as a tragic victim of the very system he represents, that the movie takes on the greater complexity of thought and feeling of The Confession. The Tupamaros finally realize t h a t Montand is a very replaceable part in a huge technological sys- tem. But it is too late; they have already threatened to kill the man if their demandstaren't met. The murder of Philip Michael Santore is depicted as the futile gesture of a defeated group of revolutionaries up against an in- human machine. The last se- quence of the movie shows us Santore's smiling successor ar- riving to take his place in the Uruguayian police force. . If State of Siege is an uneven work of art, it is nevertheless an informative and highly im- portant film. It shoulti be seen for its careful reenactment of an important historic event and for the complex bits of Costa-Gav- ras' humanism that do manage to surface occasionally. Yet al- ready overshadowing the basic qualities of the film is the ex- treme amount of controversy State of Siege has engendered and will, I am sure, continue to engender. Like all of the puppet dramas, it. expresses Hindu-Bud- dhist philosophy and presents a feudal society, a fact disliked by Indonesian intellectuals, who see it as a hindrance to the progress and modernization of their coun- try. Prof. Alton Becker, who tran.s- lated the drama into English, will act tonight as dalang, or puppeteer, and in doing so he fol- lows a tradition dating back so far that on one is sure wnen it began. For some dalangs, pap- peteering is a livelihood; f o r others it is a hobby. The performance is as much a ritual as an entertainment, antd the Gamelan plays almost con- tinually. If you lived in Indonesia, you could see the shadow puppe03 at least once a week, but in Ann Arbor, tonight will be your only chance for quite awhile.
