But Congress appeared ready yesterday to move almost -imme- diately on legislation to "back up Nixon's devaluation of the dollar, and to consider his trade proposals promptly when he submits them., Chairman Wright Patman (- Tex.) of the House Banking Com- mittee, while criticizing, what he called lack of frankness by the administration, said he is prepared to begin hearings next week if the Nixon officials are ready. A spokesperson for the. Senate Banking Committee said that com- mittee would probably not await for a bill to come over from the House, but would start its own hearings, perhaps as early as the week of Feb. 26. While the dollar is already de- valued in effect by Nixon's action Mon day night, establishment of a permanent new value in terms of gold requires legislation. This is in the jurisdiction of the banking committees. Meanwhile, the state department said the other major trading na- tions of the world have been too slow in eliminating the trading and monetary surpluses that have thrown the American international economic position out of equilib- rium. Department spokesman Charles Bray said, "the time has come for action across wide and comple- mentary fronts" to solve the inter- national economic problems. Bray's statement came as state department officials warned these trading powers, particularly Japan, and the.European Common Market, that they must work quickly to restore balances or face severe reaction by the United States in the form of U.S. restrictions.
