In a country where most young people seek ways of proving they are over 21, the airlines youth card makes it uniquely advantageous and economical to be under that age. Like air fares in general, youth fare plans vary enormously in cost and service. Discounts differ from airline to airline; some offer- ing only a 20 'per cent write-off for confirmed reservations-most slashing prices by up to a third for passengers flying on a stand-by basis. In all cases, youth fares are restricted to passengers under 22 years of age, and in all cases, a full plane means that youth fare paying passengers find themselves the first people "bumped." But despite the uncertainties of youth fares, since the plan was. first introduced in the 1960's the youth market on airlines has ex- panded enormously as young peo- ple find themselves able to travel vast distances at great speed at a cost lower than that offered by a bus line. For the time being, students planning on flying to, say, New York City, will still be able to buy their tickets for $29 rather than $45. Even United Airlines, which op- poses youth fares but continues to offer them on competitive grounds, say they will continue to offer the cheap rates. But sooner or later, the CAB decision, which was originally scheduled to go into effect at the end of this month, will be either upheld or overturned. Just when that will be, however, is a matter of conjecture. "If the decision is reached by the summer I'll be surprised," said CAB spokesman LeRoy Hunting- ton in an interview this week. But another CAB spokesman in- terviewed on Wednesday by a r,- porter for the Associated Press, indicated he expected a more im- mediate decision. The CAB will rule, "in the rela- tively near future," said that spokesman, W. C. Stefany. What the ruling will be is any- body's guess. But it seems likely that, having made the commitment to end the fares, the CAB will hold its position. And if that happens, you'll find the bus station to be a comfortingly original place.
