Many city government "officials originally hopeful that- the IHUD fPinds might be released, now 'fear the grant will be frozen indefinitely. "The optimism _I had a week ago has changed, to extreme pessimism about the grant," Mayor Robert Harris said. Several council members ex- pressed concern. over the: em- ployes' present status. "We 'are definitely committed to giving the Model Cities employes at "least 30 dlay's notice of the situation," com- mented Jerry De Grieck. (HRP- First Ward). Hadler qutestioned the Model C i t i e s appropriation, charging, "The expenditure is quite large. I don't think this program has proved fits worth." Model Cities Director Herbert Wingo said he was "cautiously op- timistic" that the grant will be un- frozen shortly. "We will have def- inite word one way or the other by Friday," he added. The city administration, in con- junction with Congressman Marvin Esch, has been working steadily to release the HUD funds. "Congress- man Esch indicated he has had no success in getting the grant re- newed," Harris said. Esch announced in late Decem- ber the grant had been approved. His office has since stated the an- nouncement was not official. Within several days the city will notify all Model Cities employes they "should be aware their posi- tions will be terminated as of March 4 unless further funds be- come available." IThe city administration reported it will begin working directly with Model Cities to determine priority programs and possible funding sources for these programs. The administration indicated the city could not fund the current Model Cities programs across the board without financial assistance.
