Both sides made concessions to achieve a peace in negotiations that began four years ago. President Thieu was persuaded to drop his demand for the with- drawal of North Vietnamese troops in the South. Their future is to be decided in negotiations between Saigon and the Viet Cong. The North Vietnamese have never acknowledged the p r e s e n c e of troops in the South. . Kissinger claimed that the United States had won substantially all the changes it had proposed in a draft agreement he and Tho reach- ed last October, including new language to make it clear that the proposed national council was not a coalition government, including communists, imposed on Saigon.
