The Senate Democratic leader made public a radiogram he re- ceived from Sihanouk, the exiled Cambodian chief of state who is now heading forces seeking to topple the present regime of Lon Nol itr Phnom Penh. IN THE RADIOGRAM, Siha- nouk said the Lon Nol govern- ment would "ask for re-interven- tion in the affairs of Cambodia with U. S. tactical and strategic air power under the false pretext that the offensive now under way on the part of the armies of the Cambodian National Front . . is an aggression of North Vietna- mese Communists and the Viet Cong." Sihanouk added, "I have the honor to affirm to you with com- plete sincerity and loyalty that the armed offensive against the armies of the Phnom Penh re- gime is purely a Cambodian af- fair and operation in which the North Vietnamese and the South Vietnamese Liberation Front have absolutely no part." Sihanouk, president of the Cambodian National Front, sent an identical radiogram to Sen. J. William Fulbright, (D-Ark.), chairman of the Senate Foreign Relations Committee. SAIGON (Reuter) - The South Vietnamese military com- mand announced yesterday some of its biggest warships have been dispatched to shadow Chinese naval vessels in the disputed Paracel Archipelago in the South China Sea. Foreign Minister Vuong Van Bac told a press conference here Wednesday that China had sent gunboats to the islands and put Chinese nationals ashore in vio- lation of South Vietnam's terri- torial sovereignty. THE COMMAND spokesman, Lt. Col. Le Trung Hien, said so far he had no report of any exchanges of fire and that South Vietnamese ships had received strict orders just to follow the Chinese vessels. Col. Hien would not reveal the number of South Vietnamese ves- sels in the area but said that they included 2,800-ton cutters, South Vietnam's biggest war- ships. At this moment we cannot tell you what we will do - whe- ther we will sendtreinforcements into the area or try to drive the Chinese from Robert Island," Col. Hien told a daily briefing here.
