Hermon that Israeli reinforce- ments reportedly braved Syrian cannon fire as they made their way up the slopes of the stra- tegic mountain at the northern end of the Israeli - Syrian cease- fire line. On a clear day, the peak com- mands a view of the entire 300- square-mile bulge captured by Israel during the October war, and of the Syrian capital of Da- x mascus 23 miles away. Israel says that Syrian forces have tried three times to storm one of the Israeli posts. Sunday saw the heaviest fighting on the Golan Heights since the autumn war. SYRIAN President Hafez Assad returned to Damascus yesterday from a five-day visit to Moscow for meetings with Soviet Com- munist party chief Leonid Brez-h nev and other Soviet leaders.. A joint communique said the Russians will increase Syria's military capacity and support Syria's "legal and inalienable right to use all effective means for the liberation of its occupied lands." Assad also signed long-term agreements for economic, tech- nical and cultural cooperation with the Soviet Union. The communique said attempts to solve the Middle East conflict piecemeal and to exclude the So- viet Union from negotiations would lead to "grave conse- quences." THE COMMUNIQUE'S tone indicated Kremlin leaders have been stung by Secrtary of State Henry Kissinger's success in get- ting a troop disengagement on the Israeli - Egyptian front.' Newspapers In Beirut, Lebanon, said the Soviet Union has already supplied Syria with MIG23 jet fighters and ledged early deliv- eries of MIG25s and ground-to- ground missiles. Cairo newspapers warned that Egypt would use long-range missiles against Israel if it es- calated operations against Syria and Lebanon. IN ANOTHER development, well informed sources in Jeru- salem said that the appointment of Mordechai Gur as Israel's military chief of staff was meet- ing an unusual measure of oppo- sition in top government circles. No one was questioning Gur's military prowess, the sources said, but some senior Cabinet ministers felt he was too inex- perienced for the job and prefer- red that a retired general be re- called. Gur led the capture of Jerusa- lem in the 1967 war and served as military attache in Washing- ton and as chief military negotia- tor at the Geneva Mideast peace conference. He was named to replace Da- vid Elazar, who resigned after being formally blamed for Is- rael's unreadiness for the Oc- tober war.
