The purpose of the ordinance was to promote recycling, litter control and solid waste control. Last March the ordinance was passed after many months of de- bate and research. The law was scheduled to go into effect last June 1, but implementation was upheld when local merchants filed a class action suit against the city. THE MERCHANTS, led by Capital Market owner John Ko- kales, opposed the ordinance on the grounds that they would have been redeemingmore bot- tles than they were actually selling. They pointed out that area residents could redeem bot- tles and cans that were pur- chased outside the city.
