Meir plans new govt IN THE CAPITAL of Ankara, American diplomats are working, hard to save the ban but already there are predictions that the opium issue is likely to upset Turkish-American relations. "The road ahead could get al bit bumpy," one U.S. diplomat said this week. Before 1972, an estimated 80 per cent of the heroin brought by American addicts originated in Turkey.- To get the ban enforced, the U.S. agreed to pay 35.7 million dollars compensation-more than half of which has already been handed over to Turkish authorities for regional development. IN THE VILLAGES around Afyon, -the city's name means "opium" -there is still little comprehension of the ravages of heroin addiction. Turkey has no drug problem. Instead, there are bitter com- plaints that despite American com- pensation, farmers' earnings have slumped disastrously since they were stopped from growing pop- pies. The ban was the main issue in this area during last October's r _______- wanted to assist the United states, but could not jeopardize the liveli- hood of about 100,000 farming fami- lies in the Afyon region. Silberstein said that once MERC recognizes GEO as a legal bargain- ing agent the administration will have to address the demands pre- sented to it. "What we have wanted all along is a negotiated, written contract and the University has sidetracked that with the MERC recognition is- sue," Silberstein said. "But follow- ing the election that sidetrack will vanish." NONETHELESS, if GEO does be- come a legal bargaining agent, the University could stall negotiations by refusing to discuss the demands "in good faith." Throughout the meeting, the group as a whole seemed deter- mined to continue organizing and; pressuring the University to im-j prove working conditions for the graduate employes. "Its important' the administration knows we are still here and we still want our demands met," Silberstein said. THE PREMIER was prevented from forming a majority govern- ment when she failed to resolve differences with the National Re- ligious party, a partner in all pre- vious Israeli Cabinets. The rabbis of the Religious party insisted on tighter religious rules in the Jewish state and a promise that Israel would not return oc- cupied Biblical lands in west Jor- dan to King Hussein.
