ABI)UL AAIR Kubbah, acting

of the conference to set up a coor-

"This is an unfortunate develop-

very unpleasant tensions between
producers and consumers," Kub-

Abraham Khene, OPEC's secre-

"I PERSONALLY am not happy
about the atmosphere that was
created before the opening of this

yesterday.
"We are concerned about the
atmosphere of threats and very,

IN ADDITION to France and

WASHINGTON (Reuter) -- The'

deliression in relations between
Nixon Administration top officials '
last night.
Yesterday morning, Budget Di-

New York Times as saying, "A
re -es ion is kind of like a bad
cold. You don't know when you get
it and when it ends, but when'
,yo'i've got it, you know you've
got it.",
Regarding Ash's definitiion, Dr.
Herbert Stein, chairman of the
President's Coincil of Economic
Advisers, said last night, "That is
none of his business."
THE DEFINITION was wrong,
he said. Experts only knew when
a recession had occurred when the

The new clash over who should
have the responsibility for saying
what in the Nixon Administration
brought immediate reminders of
the affair of the "cotton-.picking
hands."
Last year, while Treasury Secre-
tary George Shultz was in Tokyo
attending the opening of the World
Trade Talks, presidential domestic

adviser Melvin Laird commented
on the economy.
Shultz, normally cast in the role
of a benign and unflappable figure
in the Administration, told Laird
to keep his "cotton-picking hands"

His deputy at the Treasujry, Wil-
liam Sim-on, sent white gloves on
Shultzs behalf to Laird to make
his point.
