He said he already has turn- ed over to the Watergate special prosecutor all the information and material needed to prosecute the guilty and clear the innocent. Then came his statement that one year is enough, and more ap- plause, this time from the Republi- can side of the House chamber. Nixon then pledged to cooperate with the House Judiciary Commit- tee, which is conducting a prelimi- nary investigation into possible impeachment proceedings against him. But he said that cooperation. must be "consistent with my re- sponsibilities" to preserve all the prerogatives of the presidency. He said he will never do any- thing that would weaken the office of the president. Nor, he said, will he ever leave that office voluntarily. THE PRESIDENT'S renewed ef- fort to improve his post-Watergate image brought mixed reaction from members of Congress late last night. Sen. Sam Ervin (D-N.C.), chair- man of the Special Watergate Com- mittee, declared: "As far as the Special Commit- tee is concerned, it would have completed its work long ago if the President had been willing to give us the evidence in his possession we requested and which we needed in order to do our job." Sen. Philip Hart (D-Mich.), re- ferring to the President's offer to co-operate with the House Judi- ciary Committee, said: . "How u n r e a 1. The President seemed to be saying: 'I will co-op- erate with the committee of im- peachment the way I've co-oper- ated with other committees. Those materials I want you to have, I'll give you'." Republican Leader Hugh Scott said "his Watergate comments were frank and I particularly liked his offer to co-operate with the House Judiciary Committee." Scott's overall appraisal was that the President had delivered a "complete, comprehensive and' conciliatory" message, "a con- structive challenge to the Con- gress." The message presented "a blue- print for a stronger and more co- hesive America," he declared. Senate Democratic Leader Mike Mansfield reserved his comment. He will make a nationally-televised reply to the President tomorrow night.
