SUPREME COURT DECISION:

CHINA has effective control of
the barren but strategic coral is-
lands 250 miles east of Vietnam
and 175 miles south of the 'Chi-
nese island of Hainan. China's
interest in the islands is believ-
ed to be spurred by the possibili-
ty of finding oil under the South
China Sea.
According to the South Viet-
namese sources, U. S. authorities
twice turned down requests for
the U. S. 7th Fleet to furnish res-
cue vessels in a search for a
South Vietnamese patrol boat es-
cort that apparently was sunk
with 82 crewmen aboard.
When the U. S. authorities turn-
ed down this request, the South
Vietnamese then asked for heli-
copters, the -sources said. This
also was rejected.
THE REQUESTS were report-
edly made at meetings between
U. S. Ambassador Graham Mar-
tin and South Vietnamese For-
eign Minister Vuong Van Bac on
Saturday and Sunday during the
height of the sea battle.
Up to 154 South Vietnamese
troops are reported missing after
a Red Chinese amphibious force
of up to 500 men backed by MIG
bombers overran three of the is-
lands in the archipelago.
China said in a broadcast it had
captured personnel from the
South Vietnamese side and that
they "will be repatriated at an
appropriate time." It did not say
how many were captured nor did
it make any mention of the
American.
THE COMMAND said South Vi-
etnamese ships continued to
search for survivors from the 82-
man crew of a 700-ton gunboat
sunk by a Chinese missile Sat-
urday.
Three South Vietnamese. ships
damaged in the engagement have
now returned to Danang Naval
Base.
South Vietnam's charge d'af-
faires in Londan said yesterday
his country would fight the Chi-
nese claim of sovereignty over
the Paracel Islands because of
the strategic importance the Is-
land group commands over Da
Nang, South Vietnam's second
largest city.

WASHINGTON (JP) The Su-
preme Court yesterday struck
down mandatory maternity leave
regulations that force public
school teachers to leave their
jobs in the early months of preg-
nancy.
The 7 to 2 decision said regu-
lations that take no account of
the individual's ability to work
violate the 14th Amendment's
guarantee of due process of law.
AT THE SAME time, the court
reserved judgment on whether it
would permit the school boards
to establish a firm date during
"the last few weeks of preg-
nancy'' on which all teachers
would have to take maternity
leave.
U.S. dollar gains as
French franc drops
In other action the court:
-Held unanimously- that . the
San Francisco unified school dis-
trict denied equal educational op-
portunity to Chinese-speaking
children by failing to help them
overcome the barrier of English
language instruction.
-Agreed to decide whether
prison authorities must guarantee
inmates legal representation in
disciplinary hearings.
Agreed to review a lower
court decision on state inspection
powers which 12 states claim will
cripple their air pollution control
programs.
The pregnancy decision was
hailed by civil liberties lawyers
who predicted it would not only
benefit public employes, but
would strengthen the hand of the
Equal Employment Opportunity
Commission in dealing with sim-
ilar regulations established by}
private employers.
SPEAKING FOR the majority,
Justice Potter Stewart said the
court has long recognized that
freedom of choice in matters re-
lating to the family is a liberty
protected by the 14th Amend-
ment.

LONDON - F'rance's weekend
decision to unhitch the French
franc from the jointly, floating
block of European currencies
yesterday caused confusion on
the foreign exchange and gold
markets along with widespread
confusion in Europe.
The prices of gold and other
metals soared to record levels
and the U.S. dollar continued to
advance strongly in value, while
France allowed the franc to de-
preciate by five per cent and
then sold dollars from its re-
serves to prevent it from de-
clining further.
THE BRITISH POUND sterling
touched a new low of 2.15 dollars,
.but later recovered to around
2.17 dollars despite the announce-
ment of a huge British December
trade deficit of 792 million dol-
lars..The Bank of England re-:
portedly intervened to support
the British currency.
The dollar's advance was such
as to virtually wipe out the ef-
fects of the 'currency's 11.1 per
cent devaluation last February.
The French announced Satur-
day they, were cutting their
money loose from previously
agreed fixed support limits and

letting it rise and fall with mar-
ket pressures within their own
limits.
SINCE THE RESULT was al-
most certainly a lower value for
the French franc, the decision
amounted to a de facto devalua-
tion.
By making imports such as
German cars more expensive and
exports such as French . cheese
less expensive, it will permit
France to hang onto its foreign
exchange reserves to pay for the
sharply increased cost of petrol-
eum.
Official foreign exchange mar-
kets remained closed in some
European countries and Japan
while governments pondered
what to do about the French
decision.
BUT IN PARIS, London, Zur-
ich and Milan, exchanges re-
mained open and trading between
banks in other cities showed the
franc down against the collar
and the British pound sterling.
Dealers reported that the Bank
of France bought francs on the
Paris market to make them more
scarce and keep their price from
dropping more against the dollar
and European currencies.

Aikido is a. Japanese art of self-defense that is based on non-resistance
rather than strength. An attack is never stopped; it is met and
guided in a way that causes the attacker to be thrown by the force
of his own attack.
In addition to throws, Aikido also employ a number of wrist tech-
niques. Although these techniques are extremely painful and can
drive an aggress' to the ground immediately, they are not designed
to break bones r cause infury. For this reason, Aikido can be said
to be a kind' form of self-defense.
The word aikido means "method, or way (do) for the Coordination,
or Harmony (ai) of Mental Energy, or Spirit (ki)" Aikido is then
harmony of the mind and of the body.
We need not struggle against an opponent's strength. If we lead his
mind, his body will follow. However, to lead an opponent's mind the .
Aikidoist must be calm and relaxed and in control of his own mind
and body. One of the most valuable aspects of Aikido is that it
trains its students to be relaxed and in harmony with themselves
and with others. These are things which can be carried into our daily
lives and can help us to be better and more effective people.
