Mudgett's nemesis was his sec-; ond attempt at defrauding an in- surance company - this time in Philadelphia. Along with his ac- complice, Benjamin Pietzel, Mud-' gett took out a $10,000 life insurance policy on Pietzel's life. The plan was to have Piet:jel leave the country and to have Mudgett palm off an unrecognizable cadaver as, Pietzel to the insurance company. Unlike his previous attempt in Ann Arbor, Mudgett took no' chances. Mudgett caught Pietzel in a drunken moment and by his! own description: poured chloroform' A-.,. and lighter fluid all over his body -then lit it. It was for this mur- der, not for the innumerable others, that Mudgett was later hanged. TIPPED OFF by a Missourian convict, with whom Mudgett had confided his diabolical plot, Phila- zelphia police quickly apprehended the villan. After 13 years of unrelentless murder, Herman Webster Mudgett was hanged. Before the hanging Mudgett begged "the forgiveness of all those who I have offended." A Philadelphia newspaper de- scribed his composure before his execution as "fitting of the solem- nity of the occasion . . he showed the poise and dignity of a highly educated man." that "energy and economic policy are inextricably interrelated and for me to remain in the main-1 stream of economic issues is ex- tremely critical. In a 100-page statement, IACP investigators claim they found widespread dissatisfaction with the present security set-up in the University community. PRESENTLY, the University's security operation combines a spe- cial campus unit of 24 city police officers with approximately 30 housing and hospital security guards and 65 part and full-time Burns guards. Fourteen employes of the Department of Safety co-or-I dinate security forces. In total, security costs the Uni- versity $1.3 million per year. Adop- tion of the IACP proposal would increase the cost to more than $2 million.
