H LLEL--1429 Hill St. ( p breaks off negotiations elusiveness claimed as reason i +f { CAIRO (Reuter) - Egypt has decided to suspend talks with Is- rael at Kilometer 101 on the Suez-Cairo Road because of con- tinued Israeli elusiveness in car- rying out the provision of the ceasefire agreement dealing with the disengagement of troops, the Egyptian government spokesman said last night. The move came after a day in which Egyptian and Israeli gen- erals ended another round of dis- cussions while their forces ex- changed machinegun and mortar fire about two miles away. The government spokesman said Egypt held Israel responsi- ble for repercussions that might result from the decision. THE DECISION had been tak- en because of Israel's "continued elusiveness" in carrying out the second provision of the six-point ceasefire agreement, he said. This called for immediate talks 1! Israel has de- cHred that these are illusory, and has shown no sign of pulling back. Israel's leading military com- mentator, General Haim Herzog, said last night Egypt felt that Is- rael was committeed to withdraw by a United Nations Security Council resolution and Egypt did not therefore have to make any concessions in return for an It- raeli pull-back. BUT HERZOG, a former mili- tary intelligence chief, said that Israel was not prepared to for- go the basic principle of give and take and held a strong card - the encirclement of the Egyptian Third Army. Yariv said that his talks yes- terday with General El-Ganazy, at Kilometer 101 on the Cairo- Suez Road, showed that Egypt and Israel had differing views on the presence of the Egyptian di- visions on the east bank of the Suez Canal, the fixing of a line of disengagement and a time- table for a separation of forces. Yariv said that he had agreed with his Egyptian counterpart to avoid further violations of the ceasefire like yesterday's ex- changes of fire during the talks. THE EXCHANGES which last- ed about half an hour, took place over sandy ridges close to the tented meeting place.
