The declaration came on the same day that the government disclosed a staggering 645 mil- lion dollar trade deficit for Octo- ber, and the Bank of England raised its lending rate to an un- precedented 13 per cent. UNDER THE regulations, min- isters will receive wide-ranging authority to ration the consump- tion of coal, oil, electricity and gas, to control food prices, and to ,requisition transport, land aid buildings to facilitate the dis- tribution of essential supplies. The spokesman said the de- cision was taken at a cabinet meeting this morning, just 21 hours after Britain's 270,000 min- ers started a ban on overtime which could cause production los- ses of as much as 500,00 tons of coal a week. The state of emergency means the government will be able, if needed, to move stockpiled coil from the mines to power sta- tions and other key users. THE BRITISH government also warned the public to expect gasoline rationing in the iext few days. The move would make Britain the first major industrialized power to introduce gasoline ra- tioning since the emergence of, the Middle East oil crisis. A government spokesman said gasoline ration books have al- ready been stockpiled at post offices throughout the country and London newspapers predict- ed they would be issued to the public Monday. A GOVERNMENT spokesman said the rationing would be the final stage of a three phase pro- gram being introduced under the emergency powers. The first phase, which started last night, involves a 10 per zent reduction in the power and fuel used by all government depart- ments and nationalized industries and requests that the public',do the same voluntarily. This will be followed by a re- gulation cutting back the fuel supplies receivedkbydistributors before rationing takes place, he said. IMMEDIATELY after the state of emergency was declared, Op- position Leader Harold Wilson called on Prime Minister Edward Heath to make an immediate statement in Parliament on what he described as a "crash pro- gram of measures without pre- cedent in our history." Yesterday's declaration was the fifth invocation of the Emer- gency Powers Act, by the present government. The last state of emergency was called in August last year because of a national dock strike. OTHERS WERE declared in February, 1972, during a miner's stoppage, in December, 1970, be- cause of a power worker's "go- slow" and in July of the same nergency year because of trouble on the docks. With a one-day strike sched- uled for next Monday by train drivers who carry hundreds of thousands of commuters to work in London, and a post office warning that Christmas m a i 1 could be delayed by staff short- ages, the only bright spot im- mediately ahead appeared to be tomorrow's royal, wedding.
