According to John Waldorf, chairman of the NCAA Rules Committee, "The old signal of- ten didn't provide enough time for the offensive team to avoid a signaling receiver. The new rule will be fairer to all concerned." Another rule added, designed to reduce the number and seriousness' of head injuries, requires players to wear mouth protection and a chinstrap. Waldorf noted that the wearing of the chinstrap insures maximum head protection. He stated, "A loose helmet doesn't give full protection." The purpose of the mouth guard requirement, he added, is to "lessen the chance of concussion." Any player not wearing a mouth guard or chinstrap in the upcoming season will not be al- lowed to participate in the game. This rule might, however, inter- fere with both offensive and de- I'ickiliags I, - -~~~ ~ 1.. ..~. cut injuries fensive signal calling. A quarter- back's audible signals at the line of scrimmage might be garbled by the mouth guard resulting in mayhem for the offense. A de- fensive signal caller may encounter the same problem of communica- tions if he should try to maneuver his defense vocally at the line of scrimmage. A number of ' rules concerning substitution also will be introduced this fall. An unlimited number of substitutes will be allowed to enter the game at one time. The rule! specifically states, "Any number of legal substitutes for either team may enter game between periods, after a score or try, or during the interval between downs." Th: previous rule allowed only two substitutes to enter game at mne time. Waldorf felt that this rule was enacted "particularly for small colleges to use their smaller squads to greater advantage." Another substitution rule requires that substitutes must enter game from the team area and leave the game to his team's side of the field. According to the committee chairman, this rule is employed to stop past practives of players exiting and entering the game on successive downs from either side of the :field iii order to catch a shifting defense off guard.
