Henry Jackson (D-Wash.) for- mally unveiled his candidacy for the 1976 Democratic presi- dential nomination last night by pledging to use the White House "to help the people in this country who are getting hurt." Considered by many Demo- crats the closest thing to a front runner in a growing, wide-open race, Jackson has already rais- ed at least $1 million, more than any potential candidate except Alabama Gov. George Wallace. The 62-year-old sen- ator, who has been running ever since he flopped in his party's 1972 race, made his formal dec- laration in a five-minute, filmed telecast after the CBS Thurs- day Night Movie's showing of "Dillinger." HE THUS joined Rep. Morris Udall of (D-Ariz.), former Gov. Jimmy Carter of Georgia and. former Sen. Fred Harris of Ok- lahoma in a field that will in- clude Sen. Lloyd Bentsen Jr. (D-Tex.) on Feb. 17. The favorite of many Demo- cratic party regulars and old-I line labor leaders, Jacksonf sought in his announcement to counter opposition from party liberals long opposed to his pro- Pentagon voting record and his support of Vietnam war policy.! "I want to see arms reduc- ed," the senator declared, butj he renewed his opposition to the administration's U.S.-Soviet Vladivostok arms limitation plan, which he said is actually "going to cost billions of dol- lars more for the defense bud- get." He called for mutual arms reductions "because we have more than enough in strategic arms both in America and the Soviet Union than we need for the security of either nation." THE TELECAST also includ- ed film clips and an announcer praising him as "the most ex- perienced and kowledgeable Democratic leader in the coun- try today." Jackson used his portion of the program to cri- ticize the Republican adminis- tration of Richard Nixon and President Ford, without naming either' "For the past six years," heI said, "the Republican adminis- tration has been tilting in favor of big business, the large cor- porations, the people who can take care of themselves. "And the little people - lit- tle business, the elderly, the young, across the board - have been the ones who have been taking the beating," he added, declaring "I want to change that tilt to help these people. "I'M NOT against big busi- ness," said Jackson. "I'm for the profit motive, I'm for in- centives.
