to rely on the autonomous Cel-
lar budget policy and thus risk
tying up University funds in-
definitely.

Secrertary of State Henry Kissinger smiles yesterday as he
steps from his plane at Andrews Air Force Base in Mary-
land amidst a steady, drizzling rain. Returning from his
week-long visit to the Middle East, Kissinger said "we found
a general receptivity to a step-by-step approach" to nego-
tiations between Israel and the Arabs.

tle hope of hearing the Ohio
State game results until several:
days after the contest. "It's not
a major priority for them to
stop all travel and find a way
for us to hear the game," Flem-

"I hate to miss what looks
like a real showdown," he add-
ed.
Among those traveling with
Fleming to China are Nathan
Pusey, former president of Har-
vard, William Bowen, president
of Princeton, and Martha Pet-
erson, who heads Barnard Col-
lege.
The delegation will be led by
Roger Heyns, president of the
American Council on Educa-
tion and formerly vice presi-
dent for academic affairs at
the University.
Before the China visit, Flem-
ing is scheduled to meet in To-
kyo with Japanese business
leaders and University alumni.
During Fleming's absence,
Vice President for Academic Af-
fairs Frank Rhodes is expected
to become acting head of the
University.
