WASHINGTON - Nelson Rockefeller's chances of easy confirmation as Vice President yesterday appeared to have been serious damaged by disclo- sures of his financial gifts to public figures and by his ac- ceptance of responsibility for a derogatory biography of a poli- tical opponent. Congressional criticism of Rockefeller had been mounting, all last week and reached a high point over the weekend. SEVERAL MEMBERS of congress said Rockefeller's chances of quick approval in the Senate and the House of Repre- sentatives were in jeopardy. Representative Wayne Hayes (D-Ohio), chairman of the House Democratic campaign commit- tee, in a television interview, said the nomination appears to be in serious trouble, adding, that the House may not azt on it until the new congress con- venes next year. Democraic leaders want to make sure they have fully checked the former New Fork governor's background before I giving him what amounts to a! congressional "Good Housekeep- ing Seal of Approval." SEN. HOWARD CANNON (D-1 Nev.) indicated Sunday that the Senate Rules Committee p r o- bably will recall Rockefeller for further questioning.
