Don't use hard-setting adhesives to bond two dissimilar substances. - The "Do's" and "Don't's" are examples of the government's advice on how to. buy and use fabrics, tires and adhesives. The three booklets, released yester- day by the Commerce Depart- ment, are the first based on a re- view of government product in- formation by the Nixon admin- istration., The booklets lack any brand- name information from govern- ment tests, but they do contain such specific information as the tire booklet's admonition to al- ways use a pocket gauge when inflating tires. 4 A government survey of serv- ice station air towers showed 62 per cent of the readings on the towers were off by at least two pounds per square inch - an er- ror which could adversely affect tire wear and car handling. The booklet on adhesives ex- plains that adhering two dissim- ilar substances together m e a n s the substances will expand or contract at different rates in re- sponse to temperature changes, putting a straing on the adhes- ive. The fabrics booklet explains that woolen clothing; such as a sweater, retains its shape bet-, ter if allowed to rest before wearing again. It cites the dif- ferences between various natural and man-made fibers and ex- plains what purposes they are best suited for. The booklet warns, for exam- ple, that glass fiber draperies should not be hung touching window sills or floors because brushing against other objects wears the fabric excessively. The tires and fabrics booklets cost 60 cents, the adhesive book- let, 45 cents. All are available from the Government Printing Office. But some consumers advo- cates have criticized the booklet approach as not going far enough. One of those advising t h e Commerce Department during the drafting of the booklets was Morris Kaplan, technical direc- tor of Consumers Union, a Mount Vernon, N.Y., organiza- tion which does its own product testing. "They're better than nothing," said Kaplan. But he cited what he considered shortcomings. "This kind of information is of minimal use to consumer go- ing out to buy a garment," said Kaplan of the fabrics booklet. The booklet did not talk about fabrics as they are found in spe- cific garments, he said, and they can exhibit very different pro- perties once they are' made into clothing.
