"They have all my legal material and all my notary public records." The Sheriff's Department said yesterday they had no informa- tion concerning the alleged inci- dent. Raaflaub, a graduate of Wayne State University's Law School, said the procedure was contrary to state law and he has written a letter to State Attorney General Frank Kelly protesting this. In its annual survey of world military power, the institute said that while large supplieszof Soviet weapons have been added to Arab arsenals, Israel's stockpile of new military hardware has increased at a slower rate. In Washington, U.S. officials said Ambassador Jacob Beam was told to present the U.S. evidence of violations at a meeting with the highest available foreign ministry official in Moscow. D o n a ld C. Bergus, the top U.S. diplomat in Cairo, delivered the American message during a half-hour meet- ing Thursday afternoon with Egyptian Foreign Minister M a - hmoud Riad. Bergus did not com- ment on the session. The U.S. diplomats were under- stood to be demanding a halt in infractions rather than a rollback of the missiles. Washington does not want to make its demands so strong that the Egyptians and Soviets would withdraw from the peace effort. But in Tel Aviv, Israeli Premier Golda Meir insisted yesterday that the United States must press !the Soviets and Egyptians for "return of the status quo" at the Suez Canal - meaning withdrawal of newly placed Soviet-built missiles. "Now that the argument over the facts has been removed we de- mand that the Americans take ac- tion," she said. Dayan said in a television inter- view he was satisfied with t h e truce vi cabinet's plan for dealing w i t h the problem and indicated he would stay in the government. The defense minister said he supported the peace talks with U.N. mediator Gunnar V. Jarring in New York "as long as all the agreements are kept by b o t h sides." But he indicated Israel would take military 'action against the Egyptian missiles if necessary. "We cannot hold on to the canal line if a rocket system commands canal skies," he said.,"The moving of the missiles is tantamount to opening fire."s The U.S. government gets its: date on the military deployment in the cease-fire zone along the Suez canal mainly by flying U2 picture-taking planes on the Israeli side.
