New Constitutional Convention

budget information "be presented
in a uniform and more precise
manner."
It noted that the difference be-
tween the total of the revenue
items and the total budget re-
quest is the amount of money the
university asks for a state appro-
priation.
"Therefore," it said, "if gross
fees are understated, or allowable
deductions from gross fees are
overstated, or estimates are not
made for certain revenue items,
the result is an overstatement of
the state appropriation request."
Auditors said the university's
general fund was used to pay for
expenses out of another fund and
that if money is needed to finance
projects, this should be included
in the budget request where it is
''subject to legislative approval.''
As for the $1 million inmain-
tenance and remodeling not in-
cluded in the university's operat-
ing budget requests, auditors said
"these projects were made pos-
sible through reallocation of un-
used salary and wage allotments
and from the excess revenues re-
ceived over budget estimates."
The report said "these expendi-
tures from the university general
fund operating accounts should'
have been submitted to the legis-
lature in the capital outlay budget
request and should not have been

Raising questions about the uni-
versity's purchasing practices, the
report said it was apparent "either
the director of purchasing is not
exercising his authority or his
authoirity is being circumvented."
The report said sales represent-
atives had dealt directly with de-
partment heads and that many
purchases were made without
competitive bids.
"Instances were noted where
low bidders were not accepted and

selected," the auditors said.
