It ha also become one of the major gathering places for the world's youth In fact, it is one of the few cities in General Franco's domain in whic long-haired, hippie-garbed youth are conspicuous - for one seldom see a Spanish hippie anywhere. Not that any of them stay long. For Algeciras only real attraction is the six ferries that leave daily for Morocco on th African continent, only a few miles away. For several years Morocco..has been the mecca of youth travel in th Mediterranean area, and it would be difficult to find a self-respecting hippie who has roamed these parts without paying his respects at leas once to some of the sights, sounds and smells of Morocco - many o which are supplied by the seemingly infinite cheap supply of kif an hashish. But the Moroccans have recently begun a crackdown on the us of these drugs, and despite their drive for the tourist dollar (or fran or shilling or mark, as the case may be), they have decided they ca manage their economy without long-haired visitors, whom they link wit drug use. Generally speaking, anyone with hair longer than a Marin Corps commandant is told to get a haircut or stay in Algeciras, a choic which resembles "death by fire or death by drowning" to most long-hair I asked one long-haired youth, who insisted it was "unconstitutional to be turned away from the borders for not having a haircut, why h wanted to go to Morocco. "To smoke dope, of course," he admitted. "Bu how can they be sure of that?" The Moroccans don't seem to be much concerned whether an occas sional "innocent" gets the ax, perhaps because there are so few innocents One Moroccan official candidly confessed that he couldn't imagine wh anyone would want to visit his country if not to get stoned. After spendin eight days there recently, I can't agree with his evaluation - but it doe seem that a sizeable number of visitors manage to get high while i: Morocco. And that includes respresentatives from every group: young old, short-haired, long-haired, and probably visiting heads of state. Fe one thing, it often isn't even necessary to have the kif pipe or join in your mouth to experience the effect. The atmosphere is so saturate with kif smoke in some areas that all you have to do to breathe that goo old Moroccan air to get high. The great secret Yet despite the crackdown there is no dearth of flowing locks i: Moroccan cities like Tangier, Fez and Marrakech. Some travelers sta long enough to grow their hair back again, but others manage to get pas the borders without shedding the shrubbery. Here's how I did it. I arrived in Algeciras one sunny August morning after hitchhikin from a small village down the road. All buses and trains from Seville an Cadiz to Algeciras had been booked for days, so hitchhiking was a neces sity. After walking to the ferryboat (which is easy to find because everyon within 20 miles of Algeciras seems headed there) I spent an hour hurriedl trying to comply with all the bureaucratic red tap required for travelin from one country and continent to another, only to discover that Moroccan official was giving the heave-ho to every long-hair who trie to board the ferry to Tangier. I was forced to join about 20 others wh had been shunted to the sidelines, all with long hair, most dressed in blu jeans and tie-dyed T-shirts, many with girl friends or families, eac wondering what to do next. Some had traveled hundreds of miles to g to Algeciras, and without the trip to Morocco Algeciras might as well b Des Moines.
