MONTREAL (/P)-Twenty four
defendants were arraigned here
yesterday at a tumultuous court
session under the emergency
War Measures Act proclaimed
after the murder of Quebec's
labor minister last month.
Some shouted obscenities and
waved their fists as they were
charged with offenses ranging
from seditious conspiracy to

membership in an illegal asso-
ciation.
Police and soldiers arrested
429 persons in massive searches
after the War Measures Act was
invoked Oct. 16, but 372 were
released. At this time, 57 per-
sons are in jail awaiting charges.
The act remains in effect.
Thirteen other persons ar-
rested under the emergency
measure have been arraigned in
other parts of Quebec Province,
including Richard Hudson, 24,
who gave his birthplace as the
state of Alabama. Hudson, who
said he now lives in L'Islet-Sur-
Mer on the St. Lawrence River,

advocating principles of the ter-
rorist Quebec Liberation Front
-FLQ.
FLQ cells claimed responsibili-
ty for the slying of Pierre La-
porte, provincial labor minister
who was kidnaped Oct. 10, and
for the Oct. 5 abduction of Brit-
ish Trade Commissioner James
Cross, who is still missing.
The FLQ is a Marxist-oriented
group seeking independence for
French-speaking Quebec.
Five of the defendants in
Montreal were charged with
seditious conspiracy, which car-
ries a maximum penalty of 14
years imprisonment upon con-
viction. The others were ar-
raigned on lesser offenses.
Robert Lemieux, a Montreal
lawyer who has defended FLQ
members and initially served as
a mediator for the FLQ with the
government in the kidnapings,
was among the five charged
with seditious conspiracy.
Lemieux, with a bushy mous-
tache and hair almost to his
shoulders, spoke for the five,
calling their arraignment "com-
plete madness." His move to
quash the charges was rejected.
The other four men, accused
along with Lemieux of seditious
conspiracy, shouted insults at
the judge, calling him a "pup-
pet of American imperialism."

Alpine County has 384 register-
ed voters and, according to Gay
Liberation Front community or-
-ganizer Don Kilhefmer, any group
of homosexuals larger th n that
number who meet the state's new
90-day -residency requirement to
vote will give homosexuals con-
trol.
The mass move to the county,
he said, is scheduled for Jan. 1.
Kilhefmer said homosexual re-
sponse has been overwhelmingly
in favor of a plan to move into
the, state's least populous county,
establish residence and vote in a
"gay government."
"Right now we have over 500
people who have pretty firmly
committed themselves to the pro-
ject," he said.

MOSCOW WP-Two American
generals, now 15 days in Soviet
custody, probably will be released
within a week, unofficial Soviet
sources reported yesterday.
The generals plus their pilot and
a Turkish colonel are being, held
in Leninakan in. Soviet Armenia,
where their plane landed. They
were on a tour of Turkish military
installations in eastern Turkey
when their craft allegedly strayed
off course and landed in Armenia.

ceived there on repeated requests
for release of the generals, their
pilot and an escorting Turkish

Unofficial Soviet informants,
said their government could be
