U.S. diplomats have not been permitted to meet them and have not been told where they are being held. SPEAKER OF THE HOUSE John McCormack predicted yes- terday that voters will see through what he called a pattern of inflammatory rhetoric employed by top Republicans. Alluding to Vice-President Spiro Agnew's characterization of many Democrats as "radical liberals" who should be ousted, McCor- mack said he had never before seen such patently contrived efforts to smear an entire party. McCormack called upon leaders of the Republican party to "stop dividing this country. by inflammatory rhetoric, name calling, and mudslinging." * *, * COMMUNIST LEADERS in East Europe are reported con- vinced of a near-future enlargement of Europe's Common Mar- ket. Communist diplomats also disclosed that the Soviet Union and its six European partners have already set up a series of committees in Warsaw to assess the implications and possibilities on a bloc-to- block agreement. This would cover East-West arrangements on com- mercial, agricultural, industrial, technological, monetary and other sectors. British and West European authorities, however, expressed cer- tainty that the Russians will still try to slow down, or check, the economic, political and military unity of West Europe. MONTREAL (P) - Montreal- ers are voting for a new city government today in the midst of the Canadian kidnap crisis. Some contend the situation is too tense for an election. Combat soldiers a n d police have b e e n assigned to guard public buildings and polling places against possible acts of terrorism. On the e v e of the election of a mayor and a new City Council, the manhunt for the slayers of Labor Minister Pierre Laporte of Quebec and the kidnapers of Briton James R. Cross appeared to have stall- ed. Police say they have run out of leads, although three new arrest warrants have been is- sued and one suspect has been picked up. There was a flurry yesterday when police picked up a stu- dent in Ottawa bearing the same name as Bernard Lortie, 19, for whom a warrant was is- sued Friday night on a charge of conspiracy to kidnap Laporte. The labor minister's strangled body was found a week ago. Hours after the youth w a s brought to Montreal for ques- tioning, however, police an- nounced he was not the one they were seeking. The troops and extra police are on duty under terms of the War Measures Act, imposed by Prime Minister Pierre Elliott Trudeau Oct. 16 after Corss, a trade envoy, and Laporte were seized by celles of the Quebec Liberation Front, the FLQ.
