CHICAGO (A") - The nation's 50 million Roman Catholics will be asked to contribute $1 each to an antipoverty drive at Thanksgiving time to help the poor help themselves. The appeal, called the 1970 Campaign for Human Develop- ment, was made yesterday by the United States Catholic Con- ference (USCC), t h e national action agency of the Catholic Church in America. John Cardinal Dearden of Detroit, president of the USCC and the National Conference of Catholic Bishops, told a news conference that the d r i v e would be more than just a fund- raising effort. "It must also provide the op- portunity for recommitment to the service of the poor," he said. "Our goal must be not just the raising of money b u t the changing of hearts." Contributions will be used to finance voter registration, day care centers, community organ- izations and will provide seed money for projects such as non- p r o f i t housing corporations, minority-owned and rural co- operatives and c o m m u n it y schools. The director of the campaign, the Most Rev. Michael R. Demp- sey, auxiliary archbishop of Chicago, said the drive to stamp out the 'cause of poyerty will provide resources that will al- low the poor to "have both the voice and t h e opportunity to achieve their o w n self-deter- mination." He said the fund would reach its goal if every Catholic in the nation contributed $1. "There are 50 million Catho- lics in this country," he said. Bishop Dempsey said funds collected on Sunday, Nov. 22, will be distributed to organized groups of poor persons to help them develop a variety of self- help programs. "The funds are to help en- able the poor to move and as- similate themselves into the so- ciety that is as rightly theirs as it is anybody's" he said. Bishop Dempsey said a 0- member national committee, m a d e up of priests, religious and lay 'persons, including the poor, and a maximum of three bishops, would handle fund disbursement. Any group with a self-help project outlined may apply for funds, which-will not be limited to the church alone. One-fourth of the money rais- ed in the national appeal may be retained in the dioceses In which it was collected to sup- port local programs, the bishop said.
