It was an atmosphere of general cheerfulness, even optimism as people waited in long lines under a blazing sun. When 'hey meet again in November, those reports will be used as the basis for drafting a new constitution. A number of other issues, in addition to unity, self-defense and socialism, recurred throu;h the workshop reports. Several groups called for "an end to police brutality." The workshop on "Control and Use of the Military" proposed that "police shall be a rotating, non- professional group," directed by "peoples' councils," appointed by the community and subject to annual review. Numerous issues relating to women's liberation recurred, es- pecially relating to "genocide" by enforced population control. At one point, ,the' crowd shouted down a speaker who kept using the term "man" for the human race in general, forcing him to replace the term with "human- ity" and "people." The workshop on "Self-de- termination for Women" prob- ably had the longest list oft rec- ommendations, ranging f r o m 24-hour child-care centers to a women's militia. Gay Liberation Front was very much in evidence as they formed a cheering section, whose efforts were met with ap- plause from the crowd.. The phrase "freedom of sexual ex- pression" cropped up in a num- ber of reports, and the work- shop on "Sexual Self -determina tion" opened by demanding that "all revolutionaries deal with * .
