The issue remains whether Israel should pledge first to with- draw from Egyptian territory, as Egypt demands, or whether the talks should be resumed without such prior conditions, as Israel in- sists. One resolution calls for such a pledge, but the others do not. A TERRORIST BOMB BLAST in a Belfast, Northern Ireland furniture store yesterday killed four persons, including two chil- dren, and wounded 19. Residents of the Protestant district blamed the explosion on the illegal Irish Republican Army (IRA). The blast brought to 162 the number of persons killed so far this year in Northern Ireland's continuing violence. THE REV. JESSE JACKSON broke with the Southern Chris- tian Leadership Conference yesterday and resigned as national director of Operation Breadbasket,, economic arm of the civil rights organization. A dispute in connection with sponsorship of Black Expo by Operation Breadbasket led to his 60-day suspension with pay Dec. 3, after which he announced his resignation. Germans sign visitation and access treaty BERLIN (N) - An agreement which allows West Berliners to visit East Berlin and provides easier access for West Germans to Communist-encircled West Berlin was signed by both Germanys yesterday. In addition, the West German government announced it will start ratification proceedings tomorrow on its treaties with the Soviet Union and Poland aimed at normalizing rela- tions with the two Communist nations. SAM attacks against U.S. war- planes have intensified. A dozen ?SAMs have been fired at U. S. planes bombing the Ho Chi Minh trail, a vital southward supply route, and reconnais- sance jets flying over North Vietnam this week. In the latest engagement, one of the Soviet-made SAMS re- cently shot down an F105 escort jet over Laos two miles from North Vietnam. At least four SAMs were fired at the rescue planes and fighter- bombers swept across the bor- der into North Vietnam 85 miles inside the country and attacked the enemy sites at least half a dozen times. Although the full-scale bomb- ing of North Vietnam was halt- ed more than three years ago, PresidentgNixon has since then ordered large raids over the North numbering as many as 200 to 250 warplanes. There have been four raids of 200 or more planes each since May, 1970. The U.S. Command said that the latest attacks Fri- day brought the number of total strikes inside North Viet- nam this year to 95. Soviet Union on the status of Berlin. The upcoming Communist pacts are a cornerstone of West German Chancellor Willy Brandt's policy of reconciliation with the East for which he received the 1971 Nobel Peace Prize Friday. The procedures for the pacts had been delayed by Brandt un- til the Berlin agreements were completed. The agreement insures that for the first time, civilian traffic from West Berlin through East Ger- many will be largely unhindered. Critical West Germans are skep- tical of a misuse clause, however, which permits the East Germans to reject suspicious persons and goods. The agreement limits visits to the East to 30 a year. "The trunk -senrmus Report hits U.S. funds to bolster Laos WASHINGTON (P) - A con- gressional report released yester- day alleges that the U.S. efforts to stabilize Laotian money values "promotes rather than discour- ages fraud, corruption and dis- honesty." The House Government Opera- tions Committee charged the U.S. taxpayer has felt for two decades the burden of financial assistance misused in Laos. "Through the Foreign Exchange Operations Fund, dollar exchange is available to anyone-Commun- ist and non-Communist alike-for any, purpose including capital flight and procurement of nones- sential luxury goods from any source - including Communist countries."
