The report, based on a six week pilot program last summer, was prepared by the Ecology Center. It was presented to City Council Monday and will be con- sidered by a standing commit- tee to. include m~iembers of the Ecology Center nd - representa- tives 'from various city depart- ments. The pilot program was carried. out by the Ecology Center in the Bromely and West areas of Ann Arbor. Approximately 300 homes in each area were includ- ed in the weekly pickup of cans, glass, and newspapers. the center's report indicates that almost all the the Bromely, and a little over half of the West area residents participat- ed at least once. "The enthusiasm and willing- ness of the people to cooperate makes the program feasible," said Pat Taylor of the Ecology Center. The materials will be recycled into new glass and newsprint scrap material and roofing ma- terials. The center is already picking up glass at some of the bars and restaurants in town. They also pick up computer paper at var- ious computer installations both on and off campus. The University as well, makes regular collections at Vera Baits housing and the Chemistry build- ing. As a result of these efforts, a proposal for total campus re- cycling is being submitted to the University by the Ecological Advisory Committee of the In- stitute for Environmental Qual- ity. If the proposal is successful, the report states, the amount of materials recycled in t h e community could be doubled. the Ecology Center is also opening a new recycling sta- tion on S. 'Industrial Highway near the Coca-Cola bottling plant. The new center, replacing sim- ilar operations at the Arborland and Westgate Shopping Centers, will be open from 10:00 a.m. to 4:30 p.m. Wednesday through Saturday. Magazines and newspapers bundled separately, rinsed and flattened cans, and glass that has been rinsed, and sorted by color with all metal removed, may be brought to the station .during operating hours. State rent strike bill Introduced LANSING, Mich. (P) - A bill to give legal status to tenant organi- zations and prevent courts from enjoining certain protracted rent strikes has been introduced in the Senate by a Detroit legislator. The bill would establish ma- chinery giving complaining tenants legal muscle in battles with land- lords, according to Sen. Coleman Young, the measure's Democratic sponsor. Under the bill, tenants could form an organization to bargain collectively with landlords over leases and housing conditions. Such an organization could be formed with consent of 50 per cent of the tenants in a dwelling. Tenants could engage in a "pro- tracted rent strike" during which their rent payments wouldbe put into an escrow fund "if the land- lord refuses to bargain in good faith."
