The sources, with access to the discusions, said the plan called for an upward revaluation of currencies by America's trading part- ners averaging 11 per cent, in return for an end to the 10 per cent U.S. import surcharge President Nixon ordered Aug. 15. INTERSTATE HIGHWAY CONSTRUCTION may soon come under attack from the Environmental Defense Fund (EDF), a citizen's group whose lawsuits stalled the Alaska pipeline and jeopardized DDT. EDF has asked Transportation Secretary John Volpe to prepare a wide-ranging environmental impact statement before he sends Congress, as required by next Jan. 1, his recommendations for ap- portioning the federal- $5 billion a year highway aid program. Interviewed yesterday, EDF lawyer John Hellegers said the absence or inadequacy of such a statement would make a lawsuit against the Transportation Department by EDF a distinct possibility. It also decided that the equal time provisions of the broadcast- ing law should be retained for all candidates for president, vice president, the Senate and the House of Representatives. This requires broadcasters to provide equal time to all candidates requesting it if time is provided for a rival candidate. The actions were tentative and could be reversed before the House reaches a final vote later this week on three separate election reform bills. * * * PRINCETON UNIVERSITY'S board of trustees elected yes- terday internationally known economist Dr. William Bowen as 1 7:00 and 9:05 7 5C Daily Classifieds Bring Results -Associated Press 1 Jordanian Premier Ahmed Lozi King Hussein selects newprieminister AMMAN, Jordan (P) - K i n g the second time since the June Hussein selected a new prime 1967 war.' Uruguay Leftist bid 1 .0 Osingout MONTEVIDEO, Uruguay (IP) - Uruguay's traditional Colorado and National parties swept aside the challenge of a new leftist co- alition as the Colorados moved to- ward victory yesterday while elec- tion returns drifted in slowly. With more than half of an esti- mated 1.6 million votes counted, the Interior Ministry reported that the ruling Colorado party had 397,570 votes, the Nationals 251,- 858 and the Broad Front leftist coalition 221,933. The results seemed to endorse President Jorge Jacheco Areco's hard line emergency decrees to combat communism, labor agita- tion and his special enemies. the Tupamaro guerrillas. They have been Latin America's most suc- cessful left wing urban guerrilla organization. Thousands of happy Colorado supporters, waving the party's' scarlet banners, staged a victory demonstration through Montevi- deo's streets for their candidate, Agriculture Minister Juan Maria Bordaberry. .... Several hundred also went to the presidentialresidence and cheered Pacheco Areco, who made a rare public appearance to re- ceive their salute. As this news was released simul- taneously here and in the Chinese ,apital, press secretary R o n a I d Ziegler said American officials will provide additional information on the trip within the next 24 hours. He said he would be able to dis- close today the length of the President's stay in mainland China and other details such as the route he will take on his flight to be- come the first American presi- dent ever to go to China. Therevhad been published and broadcast reports in the United States that hitches had developed in planning for the Nixon trip but Ziegler said, "preparations con- tinue to go well and the general framework has been established." The trip will come three months before Nixon is scheduled to visit Moscow for another first ever summit conference with Soviet leaders in their capital city. In advance of the Peking and Moscow trips, as the White House has announced within the p a st week, .Nixon plans a series of face to face consultations with the leaders of such major allies as Japan, Britain, France, W e s t Germany and Canada. On July 15, Nixon stunned the world by disclosure in a live tele- vision and radio broadcast that he planned to go to Peking before May of next year to seek more normal relations between two powerful ccountries that have been diplomatic and ideological enem- les for a quarter century. In addition, Nixon said at the time, he intended to exchange views with Premier Chou En lat and other Chinese leaders on ques- tions of mutual interest. Here is the schedule for the chief executive's unusual round of working conferences with allied leaders: -President Georges. Pompidou of France on Dec. 13, 14 in the Azores; -Prime Minister Edward Heath of Britain in Bermuda on Dec. 21-22; -Chancellor Willy Brandt of West Germany on Dec. 28-29 at the Florida White House in Key Biscayne; -Japanese Prime Minister Eis- aku Sato at the Western White House in San Clemente, Calif., on Jan. 6-7; and -Prime Minister Pierre Trudeau of Canada in Washington some- time in December.
