For the student body: Genuine Authentic " Navy PEA COATS $25 Sizes 34 to 50 CHECKMATE State Street at Liberty In the opinion of the Commit- tee, it received no compelling evidence for the categorical eli- mination of all classified re- search although certain presti- gious universities have to some extent done so and many wit- nesses expressed fears that un- favorable consequences of class- ified research might exist or eventually occur. Since the Committee could find no satisfactory categoriza- tion for acceptable and unac- ceptable research it recommends continued adherence to the pro- ject by project review for ap- propriateness under a set of of- ficially approved policies. Policy I (of the current guide- lines on classified research) states that classified research which has as its "specific pur- pose" the destruction of human life or the incapacitation of hu- man beings is inappropriate for the University. It was clear, however, that the meaning of the words "spe- cific purpose" was different de- pending on whether an indivi- dual chose to define "specific purpose" in a narrow or broad sense. . . . The Committee recom- mends that Policy I be altered to read: The University will not engage in any research, the spe- cific purpose or clearly forsee- able results of. which are injur- ious to human life or welfare. The Committee is of the opin- ion that the proposed term, "clearly forseeable results" in the new version of Policy I de- fines the types'of prohibited re- search more stringently than does the "specific = purpose" statement in the initial word- ing of Policy I. THE PROPOSED CHANGE in wording of Policy I makes this policy applicable to all research carried on at the University. No longer does the word "classified" appear in any of the policy statements. The Committee re- commends that Senate Assembly urge the Regents to explicitly adopt Policies I-IV (the present guidelines on classified re- search) as governing policy for all research at the University. Up to the time when the pre- sent Committee began its stu- dies of classified research, the University community was pro- vided with only limited inform- ation regarding the scope and purpose of clasified research projects, thus hampering "in- formed discusion" concerning the appropriateness of s u c h projects. The Committee . . . recom- mends that upon funding of a project previously approved by the Clasified Research Commit- tee, a copy of the pre-proposal summary form (description of the project submitted by the re- searcher) and of the "work- statement" (the guidelines on request from the government to submit a project) be filed in the SACUA office open to the University community . . . THE NUMBER of students re- ceiving research training is greater, in proportion to the size of staff and budget and scope of the operation in the depart- mentally based Radiation a n d Cooley Electronics Laboratories than it is at the Willow R u n Laboratories . Therefore, the Committee re- commends that a study be ini- tiated immediately to ascertain how the geographical location and administrative structure of Willow Run Laboratories, in re- lation to the University, can be improved to the mutual advant- age of the Laboratories and the remainder of the University. The study (by the committee) revealed that the "summary of the proposal" as prepared by the applicant-researcher and pre- sented in the Pre-proposal Sum- mary Form did not appear al- ways to convey adequately the desires of the sponsor. Conceivably, the additional, more detailed information might have altered the decision of the reviewing committee. THE COMMITTEE recom- mends that the Classified Re- search Committee have access during its review of a proposal to the specific "work statement" from the sponsor's Request for Quotation or Request for Pro- posal in case of a solicited pro- posal, or from the proposal in case of an unsolicited proposal. Obviously, in the case of work statement and proposals hav- ing clasified portions, the Class- ified Research Committee will have to depend on the services of its members who hold secur- ity clearance. . . . The Committee recom- mends that at least three mem- bers of the Classiifed Research Committee hold security clear- ance. In the opinion of the Com- mittee some means should be developed to assure the Univer- sity community that classified research approved by the Classi- fied Research Committee, sub- sequently funded and completed See RESEARCH, Page 7 TRANSCENDENTAL MEDITATION as taught by Maharishi Mahesh i Yogi a AIa/c'iI Transcendental meditation is a natural spontaneous tech- pique which allows each individual to expand his mind and improve his life. Our greeting however, is of a different type; not only are we glad you have chosen to become a part of the Ann Arbor community, we are extending an invitation to you personally to explore the many diverse facets of our particular sorority. Don't let that word turn you off so fast! If you claim that you're not interested because your mind is too open for that kind of thing, then maybe you had better take a second look. Do you really know what a sorority is, or do you still labor under the misconception that it's a big old house with funny looking letters over the door? In the past several years,1 ities at Michigan have undergone some pretty drastic changes. They are no longer orous social organizations of which your mother speaks, they are not the "in loco institutions which your older sister shunned, and they most certainly are not the the soror- the glam- parentis" exclusive cliques which popular opinion makes them out to be. You will find, if you choose to accept an invitation, that the sororities at Michigan, and Gamma Phi Beta in particular, are like an ever expanding collage. We are a conglomeration of distinctly different personalities joined to- gether by a time tested bond of friendship for the purpose of drawing the utmost from the university experience-academically, socially, and most important of all, personally. We have adopted a life style which presents the continual challenge of individual involvement, not so much of a string of Greek letters or a system of outdated ritual, but to another woman-your sister. We believe that we have a wealth of worthwhile ideas and experiences to share with you. But we also realize that there is an equal wealth on your part which may be shared with us, so we are taking the initiative in inviting you over to take a look at us. This coming Wednes- day and Thursday from 7-10 p.m. we are having an open house and we would very much like to have you stop by. After all, if you don't try a taste of something new how are you going to be able to formulate an honest opinion of it? And if you come and see and still don't thing that Gamma Phi is your bag, did it really hurt to expand your mind a little by meeting some new people? And so we welcome you to the University. We welcome you to it's independence, its vast store of knowledge, and its great reservoir of personal experience. But we also extend to you an invitation to sample the reservoir of experience and personality at Gamma Phi Beta. 77777
